Chair moulding is a horizontal strip of moulding or trim used to create a chair rail. A chair rail is a popular design element often used in classical and modern home development and design. It’s one of the few design elements with both an aesthetic and a practical purpose.
Chair moulding can be used to break the wall into sections allowing you to install different textures/trims on a wall.
Picture molding is installed at the top of the room's window pane or a few inches below the crown/cove molding.

Window stools are commonly installed at the bottom of the windows and is visible, the stools are installed on the window sills which is why commonly the stools are referred to as window sills.
Screen moulding is often used to create a border around windows or doors, to create an interesting visual effect like the chevron or herringbone pattern. It can also be used to add depth and texture to walls, furniture, and other pieces by elevating them with raised moulding
